MUD 2026 and Hazardous Substances Management: Why Compliance Starts with the Containment Sump

The MUD 2026 (Single Environmental Declaration Form) is not just an administrative requirement to be completed by July 3, 2026. It is, to all intents and purposes, a reflection of how a company internally manages hazardous substances.

While the online portal collects data on 2025 waste flows, operational safety is played out daily in the department and warehouse. A flawless declaration loses value if, upstream, the physical management of liquids exposes the company to environmental risks and criminal penalties.

The link between traceability and containment

Italian and European environmental regulations are increasingly stringent: the accidental leakage of a hazardous liquid – such as paints, solvents, or used oils – does not only represent ecological damage, but an infringement that can compromise the compliance of the entire production site. During an inspection, the presence of suitable containment systems is the first indicator of diligent management.

The Official Deadline: July 3, 2026

Due to the decree's publication beyond the ordinary deadline, the statutory extension automatically came into effect. The final deadline for submitting the MUD 2026 is set for July 3, 2026.

Submitting the declaration by this date is essential to avoid administrative penalties, which for omitted or incomplete declarations can range between €2,000 and €10,000.


 


Who is obliged to submit it?

The regulations identify specific subjects, with a particular focus on the dangerousness of the materials handled:

  • Initial producers of hazardous waste: regardless of the number of employees or the nature of the activity.

  • Companies and professionals who carry out waste collection and transport operations.

  • Traders and intermediaries of waste without possession.

  • Producers of non-hazardous waste from industrial or artisanal processes with more than 10 employees.

Technical innovations: Alignment with RENTRI

MUD 2026 is not a simple replica of previous years. The model has been updated to "speak the same language" as RENTRI (National Electronic Register for Waste Traceability). The main changes concern:

  1. AUT Form Update: Authorization types have been standardized to those provided by the RENTRI system.

  2. Physical State of Waste: Definitions in the RIF forms have been revised for greater technical precision.

  3. Total Digitalization: Access to Unioncamere portals (ecocamere.it) is exclusively through SPID, CIE, or CNS, confirming the definitive switch-off of old credentials.

  • Load capacity: According to regulations, the tank must contain the volume of the largest container stored and, in any case, at least 33% of the total volume of the containers present.
